Plainville proposes new wastewater rates


NOTICE OF HEARING ON PROPOSED WASTEWATER RATES

The Plainville Town Council will conduct a public hearing on proposed amendments to the existing wastewater utility rates and charges on August 14, 2008 at 7:00 p.m. local time at the Plainville Town Hall. The Ordinance that would authorize the proposed wastewater rate amendments will be published in its entirety immediately following this notice.

The Town Council has reviewed previous budget and operations costs pertaining to the sewer utility operations. A $5.00 across the board rate increase is proposed in order to meet the wastewater utilities current revenue requirements for operation and maintenance costs, working capital and reserves, debt service on an existing loan and an allowance for replacements and im-provements.

AN ORDINANCE ESTABLISHING RATES AND CHARGES FOR THE USE AND SERVICE RENDERED BY THE SEWAGE WORKS OF THE TOWN OF PLAINVILLE

WHEREAS, the Town Council of the Town of Plainville finds that the existing rates and charges for the use of and service rendered by the sewage works of said Town are too low to produce sufficient revenue to pay all the legal and all other necessary expenses incident to the operation of such sewage works, including maintenance costs, operating charges, upkeep, repairs, depreciation, interest charges, payment of sums to provide a sinking fund for the liquidation of bonds or other obligations, and to provide a debt service reserve for bonds or other obligations, including leases, to provide adequate funds to be used as working capital, as well as funds of making extensions, additions, and replacements, for the payment of any taxes that may be assessed against such sewage works, all as is provided for by I.C. 36-9-23, and the existing rates and charges should be increased, and

NOW, THEREFORE, IT BE ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PLAINVILLE, INDIANA

Section 1. That there shall be and are hereby established for the use of and the service rendered by the sewage works system of the Town of Plainville, the rates and charges setout on exhibit A attached hereto and incorporated herein by reference.

Section 2. That the rates herein approved shall provide for a reasonable return on the sewage utility plant of the Town and such other legal and necessary expenses as provided in I.C. 8-1.5-3-8.

Section 3. Said rates and charges shall be effective on the dates indicated in Exhibit A following the effective date of this ordinance.

Section 4. All ordinances and parts of ordinances in conflict herewith are hereby repealed.

Section 5. This ordinance shall be in full force and effect from and after its passage.
