Black Beauty plans blasting

PUBLIC NOTICE

BLASTING SCHEDULE

In accordance with Indiana Code 310-IAC 12-5-35, Black Beauty Coal Company, LLC hereby provides public notice of a planned blasting schedule for the Viking Mine, Corning Pit, Mining Permit #S-00308-4 located southwest of Cannelburg, Indiana.

1. BLASTING AREA

Portions of Section 13 & 24, T2N, R6W. All located in Reeve Civil Township, Daviess County, IN.

2. DATES & TIMES

Blasting may be conducted daily from sunrise to sunset, per prevailing local time. This schedule will be in effect for twelve months from date of publication.

3. ACCESS CONTROL

Five minutes prior to blast detonation, the blast area and adjacent areas will be visually inspected by company personnel for livestock and unauthorized person(s). Any livestock and unauthorized person(s) present at that time will be removed from the area. Access routes to the blasting and adjacent areas will be patrolled by company personnel to restrict entry to the area. Unmanned access routes will be barricaded against unauthorized entry by gates, cables, or earth berms. Warning signs reading “Blasting Area” will be placed along the edge of any blasting area that comes within 100 feet of a public road right-of-way and at the point where any other road provides access to the blasting area.

4. AUDIBLE WARNING SIGNALS

Warning signals consist of the “BLASTING WARNING” signal which is 3 long siren blasts 1 minute prior to detonation and the “ALL CLEAR” signal which is 1 short siren blast indicating that the blasting area is all clear.

5. EMERGENCY DE-TONATIONS

Unavoidable hazardous conditions may arise which mandate deviations from the blasting schedule. These are discretionary judgments made by the Certified Blaster in charge in the field. All conditions that may be life endangering to the public or the work force are not forseeable. Some of these conditions include, but are not limited to, lightning, potential land or rock slides, highwall instabilities, flooding, etc.

6. PRE-BLAST SUR-VEYS

Residents or owners of dwellings or structures within one mile of the permit area may request that a pre-blast survey be conducted on their dwelling or structures. Written requests for a survey should be submitted to either of the two addresses listed below:
