IDEM receives request for land application permit

Receipt of Application for a Land Application Permit

A renewal application for a nonsite-specific land application permit was received by the Solid Waste Permits Section of the Indiana Department of Environmental Manage-ment (IDEM) on Septem-ber 8, 2009 from REGION-AL CONSERVATION SER-VICES, 12325 Ski Circle, Loogootee, Indiana, Permit No. IN LA 000716. The applicant is requesting a permit that will allow them to accept and blend biosolids and industrial waste products at their CANNELBURG BIOSO-LIDS FACILITY. The blended biosolids will be land applied at agronomic rates to farmland located in DAVIESS and MARTIN COUNTIES. A copy of the application is on file at the Washington Carnegie Public Library and the Shoals Public Library for review. This application was submitted in accordance with Indiana Administrative Code 327 IAC 6.1.

The U.S. Environmental Protection Agency (EPA) and the Indiana Depart-ment of Environmental Management (IDEM) recognize and encourages the beneficial use of biosolids through such practices as land application. Upon issuance of a land application permit, permittees are allowed to apply biosolids on qualifying farmland in designated counties, or specific farmland as designated in the permit, with permission of the landowner. A land application permit controls the quality of the biosolids to be applied as well as the yearly and cumulative amount of biosolids which can be land applied to a site.

Comment Period

The permit application is currently undergoing technical review by the IDEM Solid Waste Permits Section Staff. Interested persons are invited to submit written comments on this application. Comments must be received within 30 days of publication of this notice. Deliver or mail all comments to:

Comments must indicate the permit applicant’s name and/or permit number, if applicable, in order for comments to be considered in the formulation of the final determination.

Availability of Addi-tional Information

A copy of this permit application is available for review and inspection at the county library indicated in this notice. The application and related documents, comments receiv-ed, and other pertinent information are on file and may be inspected at the Indiana Department of Environmental Manage-ment, Room 1154, 100 North Senate Avenue, Indianapolis, Indiana, at any time between 9:00 a.m., and 4:00 p.m., Monday through Friday. All of these documents may be copied at a cost of 10 cents per page. Please bring the foregoing to the attention of persons whom you know would be interested in this matter.
