County cuts West Boggs raises

WASHINGTON — During Daviess County budget discussions Tuesday, a sticky issue was raised with the West Boggs Park Authority, and led to the county cutting raises for park staff.

The park, which does not take public funds but whose budget is under county authority, requested raises for staff larger than the county’s 2 percent raise ceiling. There were about to OK their budget until employees of the county auditor’s office spoke up.

The employees, including Auditor Gail Doades, said the office has seen increased work loads due to bookkeeping  duties for the park. The office is required by state statute to do the work, but is not paid by West Boggs for it. One person is assigned to do the work, but the work she is missing is spread to the rest of the office.

“We do what has to be done to get the work done,” Doades said.

The following led to a discussion that included what neighboring Martin County is contributing to the park. The entrance to West Boggs is in Martin County, but Daviess County is required by statute to do all the bookkeeping work because it is the larger county.

Council member Ken Solliday asked why Martin County should be on the 10-member park board at all. Five members are from Daviess County and five are from Martin.

“They shouldn’t have anyone on the park board if they are not contributing to the park,” Solliday said.

Solliday then made the motion to limit the salary increases to 2 percent. The move was unanimous after some discussion.

Solliday then moved to decrease the salaries of park board members to zero. The members recieve $12,000.

“We had people begging to be on that park board for nothing,” Solliday said.

“I’d hate to cut it to nothing,” Sprinkle said in return.

“I would (cut it),” Solliday said.

There was no official vote, but the consenus among the council members was to leave the park board salaries untouched.
